First you need to purchase some Castile soap. This can be found at most health food stores. This is the base of your shampoo.

Also herbs need to be added. This is a list of a few herbs that can be appealing for your all natural shampoo.

Lavender, rosemary, sage, thyme, mint, Comfrey, lemon balm, lemon grass, eucalyptus, rose petals & hips, chamomile, Nettle, fresh ginger, yucca, horsetail, blue Malva, jasmine flowers, burdock, wintergreen, Neem oil, tea tree, avocado and aloe vera oils, grapefruit, lemon and orange peels to name a few.
You will also need essential oil to add a nice smell to your shampoo and shine to your hair.

Boil around a cup of water on the stove. Throw desired herbs in a bowl and pour water  over herbs.
Allow the  mixture to sit for 30 minutes. Strain the liquid from the herbs.

Pour the herbal liquid into another bowl and add essential oil like Lavender or mint for desired scent.
Make sure everything is thoroughly mixed before transferring to a bottle for storage.

There are lots of variations you can use on this recipe. Here are some suggestions:

For oily hair, add peppermint oil
For dry hair, add geranium oil or jojoba oil
For limp hair that lacks body, add rosemary
